Self-driving cars need a driver's license
A license is more than identification, it represents a credential that is issued by an authority that endorses you not only as the person you say you are, but also with the authority to operate a moving vehicle within particular constraints.
We require humans to present all sorts of credentials to prove residency of both nation and state, to pass both written and in-person tests, to take photos and furnish signatures, and to even register for safe driving courses.
When you’re stopped by the police, the first thing they ask for is your license and registration - they ask you to prove that you have the right to be driving that particular car.
How might an AI prove that it has the right to operate the specific vehicle it’s driving? Who endorsed it with the authority to drive that type of vehicle? If something happens, exactly who is responsible?
